LISC will host two housing sessions focused on The Heights.

When City Council approved the Hillcrest Master Plan in June 2022, it marked a significant achievement that laid the groundwork for redeveloping 112-acres on Saint Paul’s Greater East Side. And, while the plan dictates high-level priorities like zoning requirements, there is still opportunity for the community to shape future development decisions.

What We Know

The next step for the Saint Paul Port Authority is to find a master developer that will bring up to 1,000 new housing units to the site. Per the Master Plan, affordability is key. That’s not to say the affordability mix has been decided. We also know where we need to put low- and high-density housing units. At the same time, we don’t yet know how they will take shape or form. Nor do we know whom it will serve.

Workshop Purpose

We want to hear from the community. Staying within the parameters of the Master Plan, we want to know what’s important to those who live on the Greater East Side, and those who want to make The Heights their new home.

To facilitate this process, the Saint Paul Port Authority has engaged with LISC Twin Cities to host two housing workshops. The first will be on August 25 and the second on September 8, 2022. Afterwards, LISC will gather the community’s input and package as a recommendation for the Saint Paul Port Authority to share with a future housing developer.
