Salary Range (commensurate with experience): $120,000 – $145,000/year


This is an exciting opportunity to join the Saint Paul Port Authority’s (SPPA) Development Team, reporting to the Chief Development Officer. In this role, you will enhance SPPA’s redevelopment efforts by utilizing your real estate transaction skills to drive economic development in Saint Paul. 


To excel in this position, you need to be a proactive, resourceful problem-solver with sharp technical and social skills. You must be capable of cultivating strong relationships with key stakeholders, have a knack for both organization and accountability, and be able to adapt quickly as needed to ensure projects are executed smoothly. A deep commitment to the Port Authority’s mission, as well as a willingness to collaborate with diverse teams and external partners, is crucial to your success. 


  • Negotiate and implement development agreements, purchase agreements, lease transactions, community benefits agreements, site covenants, and joint venture documents for all real estate transactions 
  • Oversee and review performance of internal staff and external brokers with responsibility for property management, leasing, and brokerage services 
  • Develop criteria and direct marketing efforts in the disposition of SPPA-owned properties 
  • Maintain relationships with the brokerage community to develop and maintain a pipeline of future opportunities 
  • Lead SPPA’s sustainability efforts 
  • Represent the Port locally and nationally as a real estate expert with experience managing a variety of projects and product types  
  • Serve as a leader in the development community, making presentations to elected officials, boards and commissions, civic groups, businesses, individuals, and the public on economic development issues, programs, services, and plans 

Minimum Qualifications 

  • Bachelor’s degree in real estate, public administration, construction, or a related field 
  • 8+ years of related real estate experience including property acquisition/disposition, commercial/industrial leasing, real estate development, and/or project management 
  • Licensed MN Commercial Real Estate Broker or Licensed MN Commercial Real Estate Salesperson with the ability to become a Broker within six months
