THE PORT AUTHORITY

First established in 1929 by the Minnesota Legislature to manage the Saint Paul Harbor, the Port Authority was granted inland economic development authority in 1955. With its four ports in the Saint Paul Harbor and 16 inland business centers, the Port Authority’s mission is to expand the Saint Paul tax base, serve as a conduit to quality job opportunities, advance sustainable and equitable development, and advocate for river commerce.

THE POSITION

Join the Port Authority’s finance team as a key player, reporting to the VP of Finance. In this exciting role, you will support the lending operations of the Saint Paul Port Authority, focusing primarily on the MinnPACE program. This program boasts a loan portfolio of $230 million and helps businesses across Minnesota invest in energy efficiency and renewable energy projects. Your responsibilities will include managing the loan portfolio, originating new loans, and processing and recording payments.

PRIMARY RESPONSIBILITIES

  Loan Management:

  • Ensure the integrity of the loan management system by performing regular updates, adding new loans to the system, verifying and recording payments, quality control checks, and reconciliations to ensure accurate and current data.
  • Compare and reconcile the loan management system with the financial management system to ensure consistency and accuracy of records.
  • Generate and review reports on loan performance, payment status, and system discrepancies. Provide insights and recommendations based on the data.

Loan Servicing:

  • Manage payment processing and receipting, including detailed review and analysis of loan payments to ensure accuracy. 
  • Monitor the loan portfolio for late payments and take appropriate actions to address delinquencies.
  • Proactively reconcile payment discrepancies and recommend solutions by investigating sources of information and analyzing amortization schedules.
  • Create and distribute monthly invoices for borrowers.
  • Execute Automated Clearing House (ACH) transfers to lenders.
  • Prepare and ensure accurate journal entries to record payments in the financial system.

Loan Origination and Underwriting:

  • Evaluate loan applications, analyze complex financial data to inform underwriting decisions, and prepare comprehensive board reports under the guidance of the VP of Finance.
  • Prepare and manage detailed amortization schedules.
  • Ensure loan applications meet all program requirements and maintain high standards of completeness and compliance.
  • Facilitate loan origination process, draft documents, monitor loan status, and finalize required loan documents.

Communication:

  • Engage with potential customers in a professional manner on the phone, in-person, and online. Track customer interactions to inform future conversations with borrowers. 
  • Establish relationships and regularly work with multiple lenders and municipalities regarding the loan portfolio, payments, and amortization schedules.
  • Field and manage customer inquiries regarding billing and loan-related questions and find effective solutions.
  • Promote Saint Paul Port Authority lending products in the marketplace and assist with marketing the program.
  • Calculate and facilitate loan payoff requests.

Reporting:

  • Complete quarterly and annual loan reports related to grants, audit confirmations, and other requests.
  • Report loan portfolio data and outcomes to the management team on a quarterly basis.
  • Conduct loan portfolio aged reporting and analysis to monitor performance and identify trends.

QUALIFICATIONS

  • Bachelor’s degree in accounting, finance, or related field preferred
  • Three or more (3+) years of job-related experience

  • Strong analytical and financial skills
  • Excellent communication and customer service abilities
  • Experience with loan and financial management systems
  • Proficiency in Excel, Microsoft Dynamics, and Power BI
  • Detail-oriented with strong analytical skills
  • Government or non-profit experience
  • Familiarity with debt or loan programs similar to Property Assessed Clean Energy lending
